BOLT12 is a suggestion (BOLTs are like BIPs for the lightning network) that we make QR codes that are reusable and carry more information that can be used the other way around. Instead of just having a single invoice, a BOLT12 invoice can allow the merchant to offer a refund without any further data from the customer, for example.
